Product · Digital Wallet & Payments

A national mobile-money platform, and we own every layer of it.

Customer wallets, an agent network, a double-entry ledger and an operator console — white-labelled per market, and running a country's mobile-money service today.

At a glance

One platform, the full agent-led mobile-money stack.

Aptiway builds and owns the complete stack — consumer wallet apps, an agent network with float and commission management, a double-entry ledger core, and an operator admin console — deployed per country under the local partner's own brand.

Customer wallet

Self-enrolment with back-office approval, cash-in via agents, wallet-to-wallet transfers, QR pay and receive, bill payments and a virtual card.

Agent (dealer) network

KYB-onboarded agents holding e-money float — cash-in and cash-out, float requests, configurable commissions and liquidity alerts.

Operator admin console

Approvals, commission and limit configuration, security deposits, account statements, dashboards and full audit reporting.

Card network integration

Visa Pay integrated — virtual card issuance linked to the customer's phone number, person-to-person payments across the network, and e-commerce acceptance.

Live

In production

Nationwide deployment in the Comoros under the client's own brand.

White-label

Each market launches under the local operator's consumer brand.

Per-country instance

A dedicated deployment per market, so data stays in-country.

Aptiway core IPR

New markets configure the proven core — no rebuild, no licensing friction.

How it works

How money moves through the platform.

How money moves through the Aptiway wallet platform Cash moves from a partner bank to agents, who exchange it for e-money in customer wallets. From the wallet, money moves to other wallets, bill payments, the card network, or a linked bank account. Every movement is recorded as a balanced double-entry posting in the ledger core. cash logistics threshold alerts cash-in cash-out Partner bank Pooled float account e.g. EXIM Bank, Comoros Agent / dealer e-money float · cash desk commissions · KYB onboarded Customer wallet mobile app · USSD · QR virtual card Other wallets on-platform, instant Bill payments airtime, utilities Card network P2P · e-commerce Bank account wallet ↔ account Double-entry ledger core — every posting balanced, audited, reportable
Cash enters through the agent network and becomes ledger money. Every movement is a double-entry posting with configurable fees and commission splits.
Consumer experience

The customer wallet

Native mobile apps built in React Native for iOS and Android, designed for first-time digital-money users — enrolment to first transaction in minutes, with operator approval keeping onboarding controlled.

Onboarding

  • Customer self-enrolment from the app, with operator back-office approval before activation
  • Identity capture and KYC document handling built in

Loading the wallet

  • Cash-in at any agent — the “human ATM” model proven across mobile-money markets
  • Deposit fees configurable to zero to accelerate cash-to-digital conversion
  • Bank-account linking for wallet ↔ account transfers

Everyday payments

  • Instant wallet-to-wallet transfers to any registered customer
  • QR code pay and receive — person-to-person and person-to-merchant
  • Bill payments through per-market biller integrations

Distribution

The agent network

Agents are the platform's physical distribution layer. The dealer app gives every agent a real-time view of float, transactions and earnings; the platform gives the operator full control over the network.

Controlled onboarding

  • KYB process per agent, with a security deposit held as liquidity cover
  • Operator can suspend or disconnect an agent instantly to protect platform integrity

Float management

  • Each agent holds an e-money float mirrored 1:1 against pooled funds
  • In-app float requests, and threshold notifications that trigger cash collection
  • Cash logistics tracked in the console with reference numbers for audit

Commission engine

  • Per-transaction-type commission configuration — flat or percentage
  • Configurable split between agent and platform
  • Every commission visible to the agent, and to the operator in reporting
Operator control

Administration, risk and financial control

A web console gives the operator day-one control over the network, the money and the rules — no vendor ticket needed to change a fee or a limit.

Operator capabilities in the admin console
Control areaWhat the operator can do
User & agent managementApprove customer and agent enrolments, manage KYC records, suspend or disconnect agents instantly
Commission configurationSet fees per transaction type, define the agent/platform split, change rates without code changes
Limits & riskPer-customer transaction limits and daily transfer caps; agent security deposit requirements
Reporting & statementsAccount statements per user and per agent, downloadable; cash balances and transaction histories in real time
Cash reconciliationRecord bank withdrawals and field cash distribution with reference numbers — a complete audit trail from bank to agent
AuditFull audit reporting across the double-entry ledger; every posting traceable
SecurityRole-based admin access, envelope-encrypted sensitive data, OTP-confirmed cash-out, idempotency-protected transaction APIs
Configuration, not customisation. Fees, limits, deposits and approvals are operator-set parameters, so the same console runs every market without vendor change requests.
Architecture

Built to be re-deployed, market by market.

A configuration-driven core carries the ledger, wallet, agent and admin capability unchanged. Everything country-specific — brand, currency, numbering, integrations — is configuration and adapters around it.

Deployment
Instance per country — data residency and regulatory supervision stay national

A new market means configuring the core and building the local adapter pack. It does not mean a rebuild.

Capability map

Capabilities for government-scale programmes.

The building blocks national programmes ask for — what runs in the platform core today, and what plugs in per market.

Live in the core

USSD & feature-phone access

The full wallet works without a smartphone: menu-driven USSD sits in the platform core, with a per-country telco adapter. Inclusion does not wait for smartphone penetration.

Live in the core

Multi-language & localisation

Customer messaging is templated per language, and apps and USSD menus localise per market. Language is configuration, not development.

Live per market

Bill payments & biller network

Airtime, electricity and further billers connect per market through the biller adapter — live today in the Comoros deployment.

Per-market adapter

National-ID-linked KYC

KYC capture, document management and operator approval are built in; verification against a national ID registry plugs in per market — verified identity, wallet, payout, agent cash-out.

Live in the core

Bulk disbursement (G2P)

Beneficiary files in — approvals, batch execution and reconciliation out. Social payments, salaries and subsidies land in supervised wallets and cash out at any agent.

Live in the core

Merchant payments

Merchant onboarding, QR acceptance, settlement and reporting, with card acceptance extending reach to any cardholder.

Live in production

Union of the Comoros

The platform is not a concept. It operates a national mobile-money service today.

  • Live nationwide as Wakati, the consumer brand of Huri Money (Comores Telecom group) — a full white-label deployment of the Aptiway platform
  • Customer and dealer apps, agent network, admin console and ledger all in production
  • Live biller integrations: Comores Telecom airtime top-up and the national electricity utility
  • Card issuance integrated; EXIM Bank wallet ↔ account linking in delivery

Why this de-risks the next market

  • Aptiway owns the core platform IPR — each new market is a configured deployment of the same trunk, with no third-party licensing friction
  • The operating model — agent liquidity, cash logistics, commission economics — is proven in a real cash-heavy market, not just the software
  • White-labelling is demonstrated in practice: the platform brand never competes with the local partner's brand
One trunk, many branches. The next country starts from working software, not a blank page.
Where next

Taking the platform to new markets.

The platform fits markets where cash still dominates and a trusted local partner wants to move it digital.

Where the platform fits

  • Financial inclusion and government digitisation — agent-led onboarding brings unbanked citizens into a supervised digital ledger
  • Government payments — the wallet and agent network give disbursement and collection programmes supervised, auditable last-mile rails
  • Tourism economies — visitors pay long-tail merchants by card or QR while residents transact wallet-to-wallet, on one platform and one ledger
  • Diaspora remittances — foreign-card top-ups and remittance corridors feed wallets at home
  • Adjacent patterns: trade and trucking corridors, sector-specific wallets

What a market launch needs

  • A local anchor partner — telco, bank or licensed operator — carrying the consumer brand and the e-money licence relationship
  • A settlement bank for the pooled float account
  • Market configuration: currency, numbering, fees, limits, geography
  • A local adapter pack: bank bridge, USSD and SMS aggregator, initial billers
  • Card programme setup for issuance and acceptance
  • Regulator-friendly by design — a dedicated national instance with full ledger visibility for central-bank supervision
